tidy elf_merge_st_other

So that we munge isym->st_other once per symbol.

	* elflink.c (elf_merge_st_other): Update comments.  Simplify
	visibility handling.  Make isym const.  Move code modifying
	isym->st_other for --exclude-libs to..
	(elf_link_add_object_symbols): ..here.
