Integrate .vplignore feature + UI + format

Use a .vplignore file to registered files to exclude from the vpl on push, pull and evaluate actions.

Also replace dialog messages by notifications to follow Jetbrains recommandations.
Impactful response while waiting for evaluation results.
Seamless behavior when current project is not Caseine type.
Move some of the plugin's components.
Lots of refactoring.
