Topographic smoothing was only functional for square topographies.
It is now functional with rectangular fields.

Bugfix: Add Flags for snow and snowh in the met_em files, otherwise
real might adapt one of these field according to an average snow
density.

Minor edit: add sort for treating met_em* files

Replaced documentation for snow which was updating only snow on the
innermost domain... When it must be done for all domains at start time !

Also introduced a sort in the treatment of file for metgrid snow
postprocessor.

Describe the strategy to perform the optimal smoothing strategy in WPS.

Clean up the procedure and explain a bit more in details changes in
geogrid.tbl and namelist.wps

Might be needing further corrections.

missing_value=0 meant that 0 emissions were treated as missing values, which might cause trouble for some interpolation techniques and really is unnecessary.

average_gcell can lead to non conservativeness when input and model grid are too similar. Better use bilinear interpolation (four_pt) in that case.

Add a new table including the new CLC18 dataset

Now using emission inventory provided in 2019 for 2016
with 1 km resolution. However there seems to be a slight
shift in between topography and emission using these parameters.

Way of calling modules recently changed and needed to be updated
in this script.

These mods to the g2 library's internal parameter table are specifically to
identify variables for the g2print capability. These modifications are not
related to an upgrade for the ungrib Vtables.

There appears to be an errant output=no on the variable=QNC (cloud droplet
number concentration) that can be removed from the metgrid/METGRID.TBL file.
This is specifically for those WPS users attempting to pass cloud mass and
cloud number concentration from RAP/HRRR native model level files into real.

The real program is able to correctly handle these fields due to the flags
already in use in the QNC stanza in the METGRID.TBL file.

* metgrid_QNC_fix:
  eliminate the output=no option to the QNC (cloud drop number concentration) variable

This merge adds a configuration stanza to support POWER hardware running Linux
with the XL compilers.

This merge adds a new data source, modis_15s_lake, for the LANDUSEF
field in the GEOGRID.TBL.ARW file. Prepending the selection in the geog_data_res
namelist option with 'modis_15s_lake+' will activate the use of this dataset.
