OrfanFiles endpoint

As a data and metadata producer, I want to have a list of files that are not attached to any metadata for a given network code (ie. Data that is correctly hosted by the datacenter but not distributed).

Maybe, nice to have a detailed view in order to compare with my local data store (md5, starttime, endtime, contents)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
